Blind girls successfully registered for the national examination of teacher qualification certificate, but the written interview and physical examination are all difficult problems.

According to Red Star News, Wang Ying is a totally blind girl in Jinghai District of Tianjin. At 4: 40 pm on January 19th, only ten minutes left before the registration system was closed, she finally successfully signed up for the Tianjin Teacher Qualification Examination (written test).

She suffered from congenital glaucoma and was blind at the age of ten. Unfortunately, she was completely blind. She finished primary school and junior high school in a school for the blind, and later taught herself the knowledge of ordinary senior high school and took the adult high school entrance examination. In January 2017, she obtained an undergraduate diploma in social work from the National Open University. In addition, she took part in the self-taught examination of Chinese language and literature major in Beijing Normal University, with a total of 20 or 30 courses and five subjects to be completed.

Wang Ying’s computer and mobile phone are equipped with voice software, and every step of operation will be prompted, so that she can skillfully use electronic equipment. The pictures in this article are all Red Star News WeChat WeChat official account pictures.

She loves literature and dreams of being a Chinese teacher in high school. Her mother also wants her to have a job. The registration, Jinghai District Education Bureau, considering her eyesight, did not agree at first, and she and her mother insisted on finally signing up. But after that, there are still many unknown steps, such as applying for blind papers, interviewing, physical examination …

"If I don’t have the opportunity to participate in the process, how can I know that the result is not acceptable?" Wang Ying is the first blind candidate in Tianjin to register since the teacher qualification examination was included in the national examination. Her plan is to follow the procedure step by step.

You can’t always say that there is no precedent, you have to fight for it.. "Mom Wu Qingzhi hopes that Wang Ying can be such a" precedent ".

The teacher’s dream of blind girls

I started consulting four years ago and finally signed up this year.

From January 16th to 17: 00 on January 19th, this is the registration time of Tianjin National Primary and Secondary School Teacher Qualification Examination (written examination) in the first half of 2018, and the examination date is March 17th, 2018.

After the registration began, Wang Ying uploaded his own photos, and the audit results showed that the photos were unqualified.

Wang Ying’s registration failed many times, and the audit opinion showed that "the photo was unqualified". Finally, ten minutes before the registration deadline, he finally passed the audit and registered successfully.

On January 17th, Wang Ying and her mother went to the Education Bureau of Jinghai District for consultation. The staff of the Admissions Office said that because she was totally blind, she couldn’t register because she didn’t pass the physical examination. In fact, since 2014, their mother and daughter have been to the Education Bureau for consultation, and they will get such an answer every time.

She wants to apply for a high school Chinese teacher, which requires an undergraduate diploma to qualify. Before she finished her studies in the first few years, she just asked briefly, but now that she has an undergraduate diploma, she thinks she must sign up.

Wang Ying didn’t want to give up. She called Tianjin Education Admissions Examination Institute for consultation.

"It’s not that we restrict you. Even if you pass the written interview, you can’t get the teacher’s qualification certificate if you fail the physical examination. The final result is still the same." The staff of the examination institute answered her.

"This is different. Now it is a process. If I don’t have the opportunity to participate in the process, how can I know that the result is not possible?" Wang Ying said.

The staff of the examination institute consulted and still replied that she couldn’t: "First, we don’t have blind papers, and second, teachers don’t recruit blind people." And once again, I stressed that I can’t pass the physical examination and I can’t get the teacher qualification certificate.

The reporter obtained a schematic diagram of the work flow of Tianjin teacher qualification certification in 2017. According to this process, Wang Ying will face many tests next.

Wang Ying went on to reply that the examination papers or physical examinations for the blind are all things in the future and can’t be stuck in advance. "I just signed up and talked about it later."

"If you can’t take the test then, why do you sign up?" The staff asked.

"That’s the next step. Even if I can’t take the test then, it’s my personal reason." Wang Ying replied.

At 2 o’clock in the afternoon on the 19th, Wang Ying and her mother came to the Education Bureau of Jinghai District again and continued to strive for registration. At 4: 40, there were only ten minutes left before the registration system was closed. After reporting to the superior, the relevant staff of Jinghai District Education Bureau finally signed up Wang Ying.

"I have been grinding there and fighting for opportunities." Mother Wu Qingzhi recalled the situation at that time and breathed a sigh of relief.

There is no restriction on blind people in the application conditions.

The application materials for Braille papers or electronic papers have been mailed out.

Is Wang Ying qualified to register for the teacher qualification examination?

On the China Education Examination website, the reporter found the Announcement of Tianjin National Primary and Secondary School Teachers’ Qualification Examination (Written Examination) in the First Half of 2018, in which nine items were listed in the "Entry Conditions", which stipulated the qualifications, domicile, personnel relationship and other conditions, but did not put forward any related requirements such as prohibiting blind people from entering the examination.

Rui Huang, a lawyer of Henan Zhanzhan Law Firm, told Red Star News that Article 4 of the Regulations on Employment of Disabled Persons stipulates that the state encourages social organizations and individuals to help and support the employment of disabled persons through various channels and forms, and encourages disabled persons to obtain employment through various forms such as job application. Discrimination against disabled people in employment is prohibited, and disabled people should improve their own quality and enhance their employability.

"The regulations prohibit discrimination against disabled people in employment. If blind people are excluded from taking the teacher qualification examination without legal reasons, it is naked discrimination." Rui Huang said.

Successful registration is the first breakthrough, and then Wang Ying will start to plan the examination paper.

The examination time is March 17th, which is less than two months, and there is a Spring Festival holiday in the middle. After consulting lawyer Rui Huang, Wang Ying began to prepare materials quickly and wrote two applications, "one is to apply for an electronic test paper, and the other is to apply for special convenience." She told Red Star News that the application would be printed out after it was written and sent to the examination center of the Ministry of Education.

Wang Ying wrote the application.

It is understood that there are several ways for blind people to take exams: Braille papers, electronic papers or manual reading. On the afternoon of January 24th, Wang Ying and her mother printed the Application Form for Government Information Disclosure and other materials, and mailed them to the Ministry of Education, the Examination Center of the Ministry of Education, the Tianjin Municipal Education Commission and other departments at the post office to apply for Braille papers or electronic papers.

For the next steps, Wang Ying can’t think so far now. What she cares about now is the examination paper. Lawyer Rui Huang introduced that Article 54 of the Law of the People’s Republic of China on the Protection of Disabled Persons stipulates that all kinds of entrance examinations, vocational qualification examinations and post-holding examinations held by the state, in which blind people take part, should provide blind people with braille papers and electronic papers or be assisted by specialized staff.

Director of admissions

It is necessary to build a "blind road" and introduce special policies for special groups.

A staff member of Tianjin Education Admissions Examination Institute told Red Star News that in the second half of 2016, the teacher qualification examination was changed from the provincial examination to the national examination. After the national examination, the examination institute began to undertake related work, and Wang Ying was the first blind person to register.

"There should be more appeals and special measures should be taken for this special group." A director of the Admissions Office of the Education Bureau of Jinghai District, surnamed Liu, told Red Star News that at first, they thought that Wang Ying’s physical examination would definitely be a hard time, so they didn’t let her apply. Later, they saw that she really insisted. After asking the Tianjin Education Admissions Examination Institute, they agreed, and then they only said it step by step.

Director Liu introduced that there were also blind candidates who wanted to sign up for the teacher qualification examination before, but they were all discouraged because there were still vacancies in this area. "Just like blind people walking, let them go blind, but only if there is a blind road. If you let them walk on the normal road, they will definitely bump into each other and often violate traffic rules. "

Director Liu believes that this is not only a problem in Jinghai District or Tianjin. It is necessary to appeal to relevant departments to introduce special policies for special groups, because there are a series of procedures such as interview, physical examination and qualification recognition after the written test. "It is like building a blind road for them, and it will be unimpeded. If they are allowed to squeeze in ordinary people, they will be hit harder in the future."

Wang Ying reads books in Braille.

Executive Vice Chairman of China Blind Association

Disabled people are eligible to take the national examination, but there are many difficulties in practice.

Li Qingzhong, executive vice chairman of the China Association for the Blind, told Red Star News that there have been many successful cases of blind or visually impaired people becoming teachers at home and abroad, and they also have unique value. "For example, if a blind child is disobedient, an ordinary teacher will criticize it. It may make him rebellious, and blind teachers are more able to confide."

According to Li Qingzhong, according to relevant laws and regulations, disabled people are eligible to take national examinations, including college entrance examination, judicial examination, civil service examination, teacher qualification examination, etc. However, there are many difficulties in actual operation in various places, and even if they pass the examination, the physical examination standard is a great obstacle for them.

In the Education Bureau of Jinghai District, the reporter saw a printed "Tianjin Teacher Qualification Examination Standard", which showed:

Apply for the qualification of kindergarten and primary school teachers, with reference to the relevant provisions of the "secondary normal school enrollment physical examination standards"; Apply for the qualification of junior middle school teachers and above, with reference to the relevant provisions of the "higher normal school enrollment physical examination standards". The former stipulates that the sum of corrected visual acuity of both eyes is less than 5.0, and the latter is that the corrected visual acuity of both eyes is less than 5.0.

According to this standard, those whose corrected visual acuity is less than 5.0 in both eyes cannot be admitted.

Present situation of blind teachers

Both schools for the blind and ordinary schools have blind teachers.

Li Qingzhong told Red Star News that there are blind teachers in ordinary schools and schools for the blind, mostly in schools for the blind. There is no official statistics on the number of these blind teachers. However, there are nearly 100 blind teachers in a "group of blind teachers in national schools for the blind" he added. "There may be some others that we don’t know." According to Li Qingzhong, there are about 30 specialized schools for the blind in China.

Li Qingzhong introduced that most of the blind teachers in ordinary schools are blind halfway, such as Yang Jia, a professor at the Graduate School of China Academy of Sciences, and Fu Minghui, a professor at Sun Yat-sen University. "They were blind when they were very young, and then they made great contributions and proved to be competent for that job."

The blind teachers in blind schools, in addition to being blind halfway through the teacher qualification, were also blind before teaching, but they went to work in advance and obtained the teacher qualification after they were sure to be competent.

Wang Ying’s reading machine, if she wants to read ordinary books, she needs to scan pages into an electronic version, then use software to identify the words on the electronic version of the picture, convert them into documents, copy the documents into the reading machine, and read them out by voice.

Lv Min is a blind teacher in Anqing Special Education School. He was completely blind at the age of 12 due to traumatic retinal detachment, and then he was selected to enter the school. "We didn’t implement the teacher qualification certificate until many years after we joined the work, so we are a natural transition."

Lv Min told Red Star News that two young blind teachers who entered the school more than ten years ago passed the examination and obtained the teacher qualification, but at that time, the school came forward to communicate and got the certificate according to special circumstances. "It is difficult to coordinate the implementation of the national unified examination now, which is not something that schools can do."

A teacher from Tianjin School for the Visually Impaired told Red Star News that there are more than 50 teachers in the school, most of whom have normal vision or slightly low vision. There is only one teacher who is totally blind, which came more than 20 years ago. "Maybe it was not so strict at that time." Now, basically only normal vision can come in.

Beijing school for the blind is also in a similar situation. A teacher of the school told Red Star News that there are no completely blind teachers in the school, and a few of them have low vision. "They are all of a certain age, and they also met the relevant conditions at that time. It is not clear how they obtained the teacher qualification certificate before." The teacher introduced that if you want to enter the school as a teacher through public recruitment, including entering the Beijing School for the Blind, you must have a teacher qualification certificate, otherwise you will not be able to work.

"Recently, our China Blind Association also communicated with the Ministry of Education through the China Disabled Persons’ Federation and other departments, and put forward several requirements in writing, such as providing blind papers in some exams." Li Qingzhong said, firstly, we should strive to promote the admission of blind people into the teaching staff, and secondly, we should promote the amendment of laws and regulations. If a series of standards are not changed, it will be difficult for blind people to become teachers now.

"Dreamcatcher" in the dark

Take down the pages of the textbook, scan it and convert it into "lectures"

Wang Ying’s online name is "Dream Chaser". For more than twenty years, she has been doggedly following her dreams.

After finishing junior high school, because there were no ordinary high school courses in blind schools, Wang Ying had to study acupuncture, massage and other majors again. She didn’t like it, so she chose to drop out of school, teach herself ordinary high school courses and read a lot of books on literature, history and philosophy.

Besides Braille books, she needs to read many ordinary textbooks or books, and this process is tedious.

Wang Ying reviewed the textbooks for the teacher qualification examination. The textbooks were dismantled and every page could be taken down.

She needs to tear down the pages of ordinary textbooks, scan them into picture format with a scanner, then identify the words on the pictures with software and convert them into documents, and then copy the documents into a reading machine and read them out by voice. Recently, her reading machine broke down and she listened to it on the computer. "Some words can’t be recognized, and you have to type them by hand. It’s hard." Mom Wu Qingzhi said.

Wang Ying studies at home every day. Her computer and mobile phone are equipped with voice software, and there will be voice prompts at every operation step. With such assistance, she can skillfully operate electronic equipment. She writes articles, sends photos in qq space, and sends friends with WeChat. She added some friends to WeChat and qq, entered some groups, and the text and expression voice software sent by the other party would be read.

"If you send a picture, you will be prompted to have a picture, but I don’t know what the picture is." Wang Ying said.

There is a thick stack of award certificates, and I like to develop the photos of my visit into a book.

Wang Ying has a thick stack of award certificates. She has a wide range of interests. When she was a child, she liked to participate in various competitions such as recitation, speech, hosting and cross talk. Later, she mainly focused on literature and published her works in newspapers and magazines.

Wang Ying and her honorary certificate.

In 2006, she won the silver medal in recitation in the fourth national children’s artistic style exhibition competition; In 2007, after domestic selection, she went to Russia with more than a dozen other youth representatives to participate in the performance of the Sino-Russian Cultural Exchange Year and won the title of "Art Angel of Sino-Russian Friendly Exchange"; In 2015, she won the first prize of the first National Prose Competition for the Blind, and participated in TV programs such as Good Chinese Poetry and Tang Poetry.

She likes to travel, sometimes accompanied by her mother and sometimes attending summer camps. She developed many photos of her visit and made them into photo albums.

Wang Ying’s visual memory of the world is very vague, and she only has a little impression of the moon. She also has no visual concept of various colors, but she can describe them by imagination.

"For example, pink is a dreamy and romantic feeling." Wang Ying said.

On January 13th, Chongqing North Railway Station, passengers walked on the platform. On that day, the passenger flow of middle school students increased significantly. Reporter Cui Lishe Visual Chongqing

On January 13th, the reporter learned from the Municipal Transportation Commission that Spring Festival travel rush will last from January 14th to February 22nd in 2025. During the period of Spring Festival travel rush, it is estimated that the passenger volume of Chongqing Tiegong will reach 32.014 million, up by 7.1% compared with 2024. On the same day, reporters came to bus stations, railway stations, airports and other places and found that the major transportation hubs in our city have introduced various safeguard measures for Spring Festival travel rush to ensure the safe travel of the vast number of passengers.

Multiple measures to ensure the smooth operation of Spring Festival travel rush

It is understood that the biggest feature of Spring Festival travel rush this year is that the Spring Festival holiday has been increased to 8 days, with more passenger flow, and comprehensive transportation is facing greater challenges. It is estimated that during the period of Spring Festival travel rush in 2025, the passenger flow of railways, rail transit and civil aviation in our city will increase by 15%, 4.8% and 3% respectively. Stimulated by the free passage policy of expressways, the traffic volume of expressways in our city will also increase significantly.

To this end, the city will optimize the train frequency and running time in a timely manner, and adopt ways such as opening special trains and opening more passengers to ensure the smooth and orderly transshipment of important nodes such as Chongqing West Railway Station and Chongqing North Railway Station; Strengthen the connection between roads and airports, railway stations, tourist attractions, large communities, etc., and improve the coverage of road passenger customized services; We will increase the security of rural transportation services, and effectively protect the travel needs of urban and rural people by opening shuttle buses (buses) and carrying out appointment response services.

In order to ensure Spring Festival travel rush’s travel, our city will increase the capacity guarantee. The relevant person in charge of the Municipal Transportation Commission said that during the Spring Festival travel rush period, the city is expected to invest 854 pairs of railway passenger trains, 18,000 passenger vehicles, 341 water transport capacity and 40,000 civil aviation transport capacity; There are about 6,500 buses, about 330 rail trains, 15,000 cruise taxis and 52,000 online taxis in the downtown area every day.

At the same time, in view of the routes around the core business districts and popular scenic spots, the city will extend the bus operation hours in a timely manner and actively explore emerging market businesses such as tourist chartered cars to adapt to the night travel habits of citizens and tourists coming to Chongqing. Rail transit lines 1, 2, 3, 4, 6 and 10, loop lines and other lines will flexibly extend the operation time by increasing the number of empty cars, and increase the number of small roads and spare cars to ensure sufficient transportation capacity in the core area. Other rail transit lines and suburban railway jumpers and copper wires are flexibly arranged according to the characteristics of passenger flow along the line.

Ten sets of CR400AF-S Fuxing intelligent EMUs have been put in place.

The reporter learned from the railway department that 10 sets of CR400AF-S Fuxing intelligent EMUs have been put in place for the first time in Chongqing, and all of them will be put into Spring Festival travel rush this year. The maximum operating speed of the EMU is 350 kilometers per hour, which has the advantages of light weight, noise reduction, equipment integration and layout optimization. The number of train personnel increased from 577 to 619, and the capacity of large luggage rack doubled. Each carriage is equipped with a large luggage rack, which improves the passenger capacity of EMU trains and the stability of large luggage placement.

Chongqing Railway Station is also fully prepared for Spring Festival travel rush. On January 13th, the reporter saw at Chongqing North Railway Station that the passenger flow of middle school students who came to take the bus increased significantly. "This year, Spring Festival travel rush and Chongqing Railway Station are expected to send 9.4 million passengers, and the peak passenger flow will appear around the seventh day of the first month." Chen Yue, deputy director of Chongqing Station Workshop of China Railway Chengdu Bureau Group Co., Ltd., said that the passenger flow of students, visiting relatives and returning migrant workers will be scattered before the holiday, and the passenger flow will be relatively flat after the holiday. It is expected that the return flow of visiting relatives, the flow of working in the south, the flow of students and the flow of working in the north will be staggered in turn.

In Spring Festival travel rush this year, the station has set up green channels for verification and security inspection at each entrance, and emergency passengers who arrive 15 minutes before driving will be given priority security inspection by volunteers.

In addition, the station organizes party member, youth commandos and volunteers to provide service guidance in key parts such as the waiting room, ticket office and service desk to ensure the safety of passengers’ travel and the waiting order. At the same time, give full play to the brand role of "Malian Service Desk" and "Hongyan Service Station", a national demonstration site for learning from Lei Feng, and actively carry out "silver hair service" to provide caring services for elderly tourists.

Add ticket window and green channel at bus station.

On January 13, the reporter went to the four-kilometer bus station in Nan ‘an District, and the number of passengers increased somewhat compared with the past. "Soldiers, firefighters, survivors of heroes and heroes have special ticket sales windows, and we strictly implement the preferential treatment policy for transportation." You Wu, deputy manager of the passenger transport department of the four-kilometer bus station, said that it is expected that the average daily passenger traffic in Spring Festival travel rush this year will be the same as last year, with an average of 8,000 passengers per day and about 400 classes; The concentrated travel time of passenger flow is from January 25 to January 28, and the daily peak passenger flow is expected to be around 30,000. To this end, the station has successively opened manual ticket sales windows, expanded online and self-service ticket sales channels, and provided convenient ticket purchase services for passengers.

"During the peak passenger flow period, we will also temporarily adjust the departure area of some line buses to realize the orderly diversion of passengers and ease the operating pressure of the ticket office, waiting room and parking space." You Wu said that the station will dynamically allocate capacity through reasonable arrangement of flights to ensure that passengers queue less, get tickets, take cars and get home.

The airport sets up a special check-in counter for urgent and special passengers.

On January 13th, the reporter saw in T3A Terminal of Chongqing Jiangbei International Airport that three staff members wearing beige coats and ribbons were helping the check-in passengers. Their ribbons are printed with the words "urgent passengers, let me help you". "During this year’s Spring Festival travel rush, we will increase the number of standby personnel according to the number of passengers on the flight and increase the on-site support force." According to the relevant person in charge, Chongqing Jiangbei International Airport has introduced a series of Spring Festival travel rush safeguard measures.

For example, for specific groups of passengers such as express passengers, first-time passengers, and groups, exclusive check-in counters and eye-catching summoning tips are set up, and special personnel are also set up on both sides of the check-in island to form a linkage with all security links in the service chain to escort them. At the same time, the "three exemptions" transit service is also introduced, that is, no baggage collection, no exit from the quarantine area and no second security check.

In addition, Chongqing Jiangbei International Airport will arrange Spring Festival travel rush volunteers during peak hours to provide guidance, assistance and other services for passengers, and provide efficient and warm-hearted quality services. Provide the whole process of "love" guidance service for first-time passengers, elderly passengers over 60 years old, passengers carrying infants under 3 years old, disabled passengers and late arrival passengers. How to reduce the tax? Who can enjoy the real estate tax reduction? The latest authoritative voice is here.

Minister of Agriculture Han Changfu answered a reporter’s question. CCTV reporters He Chuan and Gao Yuting took photos.

CCTV News:On the morning of March 7, the first session of the 13th National People’s Congress held two press conferences in the Media Center.

At 8: 50, Xiao Jie, Minister of Finance, Shi Yaobin and Hu Jinglin, Vice Ministers, answered questions from Chinese and foreign journalists on "fiscal and tax reform and financial work".

At 10: 30, Han Changfu, Minister of Agriculture, and Pan Xianzheng, spokesperson and director of the general office of the Ministry of Agriculture, answered questions from Chinese and foreign journalists on issues related to "implementing the rural revitalization strategy to promote agricultural transformation and upgrading".

The questions in the two press conferences involved many issues closely related to people’s lives, involving the vital interests of almost everyone.

Everyone will benefit from this year’s tax reform.

Xiao Jie said that everyone will benefit from this year’s personal income tax reform.

Shi Yaobin said that this personal income tax reform willAccording to the change of residents’ basic living consumption level. And put forward a proposal to raise the threshold;Special deduction has been added.First of all, the focus of choice is on children’s education, serious illness medical care and other people’s most urgent needs and concerns; Reform and improve the mode of individual income tax collection,Transforming the classified tax system into a personal income tax system that combines comprehensiveness and classification.. For example, the labor income such as wages and salaries, labor remuneration, royalties, etc. are combined as comprehensive income, and then a basic deduction fee is determined, which is called the threshold, and then taxation is carried out.

These people may enjoy real estate tax relief.

When talking about the collection of real estate tax, Shi Yaobin said that real estate tax is a tax system or a tax generally adopted by most countries, which can be roughly summarized into these four or four common institutional arrangements.

First, all industrial and commercial housing and individual housing will be taxed according to its evaluation value, that is, according to the evaluation value.

Second, there are some tax preferences in the real estate tax system of all countries. For example, certain deduction standards can be made, or some difficult families, low-income families and special difficult groups can be given certain tax relief. Of course, the specific methods are different and the level is different, but there are some tax incentives.

Third, this tax is a local tax, and its income belongs to the local government. Local governments use these revenues to meet some expenses such as education, public security and other public infrastructure provision.

Fourth, because the tax base of real estate tax is complicated or very complicated, it is necessary to establish a complete tax collection and management model, so that real estate tax can be collected and collected fairly.

When talking about China, Shi Yaobin said that our general idea is to legislate first, fully authorize and advance step by step.At present, the National People’s Congress Standing Committee (NPCSC) Budget Working Committee, Ministry of Finance and other relevant parties are working hard to draft and improve the draft law on real estate tax.China is designing a reasonable real estate tax system by absorbing the experience of other countries and combining the national conditions of China. take for exampleMerge and integrate some related taxes, and reasonably reduce some tax burdens of real estate in construction transactions. And so on, so that the real estate tax system in China can be more reasonable and fair.

In 2017, 730 million poverty alleviation funds were recovered for false reporting, fraudulent use and misappropriation.

Hu Jinglin said that in 2017, the Ministry of Finance organized a special inspection of the financial special poverty alleviation funds of 874 counties in 28 provinces.Recovered 730 million yuan of funds falsely claimed and misappropriated, held 450 people accountable, and exposed 15 typical cases.. Next, we will further improve the system, plug the loopholes in the system and management, and continue to intensify investigation and punishment, with special funds for poverty alleviation as the focus of inspection. For violations of discipline and discipline, find together, investigate together, accountability together, and exposure together.

Promoting Rural Revitalization Strategy to Make Farmers an Attractive Occupation

Hu Jinglin said,Rural revitalization can not be separated from the investment of real money. The Ministry of Finance will raise funds through multiple channels to guide more funds to invest in rural areas through cross-regional transactions of land saving indicators, so that more people in rural areas can share the fruits of urban development; Significantly increase the scale of poverty alleviation funds to support poverty-stricken areas to get rid of poverty; Increase investment in education, health, medical care and social security in rural areas, so as to improve the level of public services enjoyed by farmers; Strengthen the supervision of funds and resolutely guard against "fly-like" corruption that occurs around the masses; Fully implement the performance management of funds for supporting agriculture, so that the people can know how to use the funds and the effect of their use.

Han Changfu said,The Ministry of Agriculture launched a survey of "100 rural households"120 cadres were sent to 30 provinces, cities and 60 villages for a month-long resident survey, which is to conduct a panoramic survey of the actual situation of rural grassroots, especially rural areas, including the political, economic, cultural, ecological, social and grassroots organization construction in rural areas, so as to provide first-hand materials for the implementation organization of rural revitalization strategy. In the future, we should make agriculture a promising industry, make farmers an attractive profession and make the countryside a beautiful homeland where people can live and work in peace and contentment. Rural people can not only enjoy the same public facilities and services as urban people, but also have beautiful environment and rural scenery. The countryside will become a scarce resource in the future and will become a place that people in the city yearn for.

As a matter of policy, city dwellers are not allowed to buy homesteads and build houses in rural areas.

Han Changfu said,It is not allowed for city people to buy homesteads and build houses in rural areas.. Because the homestead belongs to the rural collective, only having the membership of the rural collective economic organization can obtain the right to use the homestead of the collective economic organization according to the law, which is a unique right of the members of the collective economic organization, and in principle, it is a house for one household.

China’s rural contracted land has realized the separation of three powers, that is, the separation of ownership, contracting right and management right, which can also be used for reference to the use of homestead and idle houses. On the basis of insisting that the ownership of homestead belongs to farmers’ collectives and the qualification belongs to members of collective economic organizations, the right to use homestead is moderately released. Through various ways, idle farmhouses can be better utilized. For example, providing entrepreneurial places, some places develop rural tourism farmhouses. In recent years, the central government has deployed pilot projects in 33 counties (cities, districts) and accumulated some experience, which will be gradually copied and promoted on the basis of summary. Statistics show that the income of residents is growing rapidly, and groups such as migrant workers are facing the problem of increasing income.

The sources of rapid income growth are increasingly diversified, and the gap between urban and rural areas is narrowing.

There are still challenges in optimizing the income pattern of residents and "increasing income continuously"

It is more difficult for some groups to increase their income. Experts suggest promoting employment and entrepreneurship to increase their income and improving the income control system.

Ning Renjie, who works in a private company in the communications industry in Jinan, told reporters that five years ago, his salary deducted social security, individual tax and other expenses, and he got about 3,200 yuan a month, and now it has risen to more than 5,000 yuan. "The company will adjust its salary every one or two years, plus various welfare allowances, and its income will increase significantly compared with five years ago."

According to the data of the National Bureau of Statistics, the per capita disposable income of the national residents in 2016 was 23,821 yuan, with an average annual real increase of 7.4% since 2012. In the next four years, as long as the average annual real growth rate of national residents’ income is above 5.3%, the goal of doubling residents’ income by 2020 compared with 2010 can be achieved.

Recently, the Economic Information Daily reporter visited many places and learned that in recent years, the income of urban residents has maintained rapid growth, the income gap has been narrowing, and the sources have become increasingly diverse. However, the current sustained income increase of urban and rural residents is also facing new challenges, and it is more difficult for some groups to increase their income. Experts said that sustained economic growth is the basis for the continuous improvement of residents’ income. From the perspective of economic development, the driving force for residents’ income growth will not shrink. In the future, it is necessary to promote employment and entrepreneurship to increase income, deepen the reform of wage system in government agencies, enterprises and institutions, and establish and improve the income control system.

"Being in the countryside is better than going out to work"

According to the data of the National Bureau of Statistics, the per capita disposable income of rural residents was 12,363 yuan in 2016, with an average annual real growth rate of 8.0% since 2012. The average annual real growth rate of per capita disposable income of rural residents was 1.5 percentage points faster than that of urban residents. In 2016, the ratio of per capita disposable income of urban and rural residents was 2.72, down by 0.16 compared with 2012.

Li Wenjie, a native of Linyi, Shandong Province, who often works in plumbing projects in Beijing and Hebei, said that in recent years, wages have risen steadily. "The salary was 200 yuan/day five years ago, and now 250 yuan/day, the wages of coolies have also risen from 80 yuan to 150 yuan every day."

According to the National Bureau of Statistics, in recent years, governments at all levels have continuously expanded the space for mass entrepreneurship and innovation, and the business environment of individual industrial and commercial households and small and micro enterprises has been further improved. The employment situation has progressed steadily, and the number of migrant workers and the wage level have continued to grow, which has boosted the wage income of urban and rural residents to grow rapidly.

While wage income continues to increase, the income gap between urban and rural residents continues to narrow.

Ling Jihe, the chairman of Jiangxi Green Energy Agricultural Development Co., Ltd., has transferred more than 20,000 mu of land, and implemented workshop management. Sixteen brigades manage farmland in pieces, and each brigade is in charge of eight couples. In 2016, the average annual income of each couple was 147,000 yuan, and the year-end bonus was also given at the end of the year. The highest one could get 200,000 yuan or 300,000 yuan. Previously, they could only earn 50,000 to 60,000 yuan a year when they went out to work.

Dong Yunjian, chairman of Baoyi Kiwifruit Planting Professional Cooperative in Yuanquan Town, Boshan District, Zibo City, Shandong Province, said that since 2010, he began to transfer land to grow kiwifruit, and in recent years, he introduced new varieties, benefiting from the development of modern agriculture, expanding the planting scale and greatly increasing the income. "It is no problem for one person to manage three acres of kiwifruit, and the net income per acre can reach 20,000 yuan, which is better than going out to work."

According to statistics from Shandong Provincial Bureau of Statistics, in 2016, the per capita disposable income of rural residents in Shandong actually increased by 52.4% compared with 2011, with an average annual growth rate of 8.8%.

According to the National Bureau of Statistics, the bumper harvest of grain laid the foundation for the growth of rural residents’ agricultural income, and the prices of agricultural products such as rice, vegetables and fruits rose in stages in different periods, which made agriculture "not bright in the east and bright in the west" under the unfavorable price situation of agricultural products such as corn to avoid the decline of income. At the same time, since the second half of 2014, the pig price situation has been favorable, which has driven the net income of rural residents in animal husbandry out of the dilemma of reducing income.

In addition to the income gap between urban and rural areas, the income gap between different regions and groups is also narrowing. In 2016, the per capita income ratio of residents in the eastern and western regions was 1.67, that of residents in the central and western regions was 1.09, and that of residents in the northeast and western regions was 1.21. The relative income gap between east and west, central and west, and northeast and west decreased by 0.06, 0.02 and 0.08 respectively compared with 2012.

From 2013 to 2015, the income multiples of the top 20% households and the bottom 20% households in Zhejiang Province decreased from 6.51 times to 6.04 times, showing a gradual narrowing trend. Especially for low-income people, the income growth rate has increased from 18.1% to 20.9% in these three years.

In 2016, the average annual salary of employees in non-private units in cities and towns in Jiangxi Province ranked lower for a long time. Compared with 2012, the average annual salary of agriculture, forestry, animal husbandry and fishery increased by 14.6%, the average annual growth of accommodation and catering industry was 11.8%, and the average annual growth of water conservancy, environment and public facilities management industry was 10.9%. The average annual growth rate of these three low-wage industries is higher than the provincial average.

Increase in net income of property

According to the National Bureau of Statistics, the per capita net transfer income of residents in 2016 was 4,259 yuan, an increase of 56.2% over 2012, and the proportion of per capita disposable income increased to 17.9%. The per capita net income of property was 1,889 yuan, an increase of 53.5% compared with 2012, and the proportion of per capita disposable income increased to 7.9%.

The 72-year-old Kang Caie is a native of Laoling Village, Moganshan Town, Deqing County, Zhejiang Province. She used to make a living by farming and doing odd jobs in the mountains, with an annual income of less than 20,000 yuan. In 2010, she rented the house to a private host, and charged 19,000 yuan a year. This year, it rose to 50,000 yuan. It was charged for 24 years at a time, and the rent was 1.2 million yuan, which was invested in her son’s Shiyi tea farm (more than 300 acres of tea garden).

"The B&B economy has brought tangible income to our mountain people." Kang Caie said with a smile that she worked in a homestay modified by her home, cooking, cleaning, doing easy work, getting to know tourists from all over the world, and increasing her annual income by more than 30 thousand yuan, and her life was very comfortable.

The income structure of urban residents in Zhejiang is characterized by diversification. In 2000, the per capita wage income of urban residents accounted for 69.5% of the total household income. In 2016, the proportion of wage income decreased by 13.1 percentage points, and the proportion of operating and property income increased by 9.9 and 11.8 percentage points respectively.

According to the relevant person in charge of the Local Taxation Bureau of Nanchang City, Jiangxi Province, in 2016, the individual tax on wages and salaries accounted for 59.8% of the individual tax, which was 6.7 percentage points lower than the 66.5% in 2011. The dependence of residents’ income on wages and salaries declined, and the proportion of capital income and property income increased.

According to the National Bureau of Statistics, in recent years, the state has vigorously promoted precise poverty alleviation, the policy of benefiting the people has been continuously strengthened, and various social security standards such as pensions have been continuously improved, which has led to a rapid growth in the net transfer income of urban and rural residents. The increase in rental housing income and dividend income has led to a rapid growth in the net income of urban residents’ property. At the same time, the net income of rural residents’ property has increased rapidly under the guidance of the state’s policies of actively developing various forms of agricultural moderate scale operation and encouraging farmers to voluntarily transfer contracted land management rights according to law.

Some groups face the problem of increasing income.

Although the income of urban residents shows some bright spots, such as the rapid growth of income, the shrinking income gap and the increasingly diversified sources, the current continuous increase of income of urban and rural residents is also facing new challenges, and it is more difficult for some groups to increase their income.

According to a survey conducted by the reporter of Economic Information Daily, some industries are under great pressure to reduce production capacity, which affects the wage growth of employees. Li Xiaodong, the foreman of the First Team of Comprehensive Excavation in Xinyuan Coal Mine of Shanxi Yangmei Group, said that as an old miner with more than 20 years of service, his income has not increased much in recent years. When the coal market is poor, it is not easy to ensure that the income will not drop sharply, and the growth is far less than that of the rural "unskilled".

According to the reporter’s investigation, steel, coal, electric power and other industries are under great pressure to reduce production capacity. Some trading companies, large shopping malls and other enterprises have difficulties in operating, and their employees’ income is flat or declining. Some overcapacity and zombie enterprises are merged and reorganized, and some employees are laid off, which affects the income growth of relevant personnel.

At the same time, the income growth of migrant workers has slowed down, and the ability to transfer employment to technology-intensive departments is insufficient. Li Mingguang, a migrant worker engaged in the decoration industry in Jinan, said that in the past year or two, the construction industry in Jinan has been somewhat depressed, which has affected the income of migrant workers who mainly take odd jobs. "Now the wages have increased a lot compared with five or six years ago. The competition is fierce, and there are more people and less work. This year, I often work for a few days and rest for a few days. The income will not be much more than last year."

According to statistics, from 2014 to 2016, the average monthly income of migrant workers increased by 9.8%, 7.2% and 6.6% respectively, and the growth rate dropped year by year. In 2016, more than half of migrant workers were still concentrated in traditional industries such as manufacturing and construction, and the proportion of receiving skills training was not high, and the ability to transfer employment to technology-intensive departments was insufficient. More than 60% of migrant workers have not signed labor contracts with employers or units, and their employment stability is not high.

In addition, the price fluctuation of some agricultural products restricts the steady growth of net income from agricultural operations. "The price of corn is low, but the drought and flood are guaranteed, and the fluctuation is small. If it can’t be sold this year, it can be sold next year. The profit prospect of vegetables is good, but it is difficult for farmers to bear once they lose money." Song Hailong, a cadre of Nanwei Village, Fushan County, Shanxi Province, said, "Wei Shiye, a poor household in Nanwei Village, borrowed 50,000 yuan to engage in facility vegetables, and lost more than 30,000 yuan in half a year, which failed to get rid of poverty and increased the burden."

Agricultural income is still the main income of rural households. According to statistics, more than half of the net operating income of rural residents in 2016 came from agriculture. However, the growth of rural residents’ net agricultural income slowed down, with growth rates of 6.8%, 4.6% and 1.1% from 2014 to 2016 respectively. The main reason is that the import impact of foreign low-priced agricultural products has increased, the prices of some domestic agricultural products have continued to decline, the income of agricultural products such as grain has declined, and the difficulty in increasing agricultural net income has intensified. At the same time, the ability of agriculture to resist natural disasters is still weak. In 2016, some areas were greatly affected by natural disasters, and agriculture experienced a decrease in income.

At present, the policy of benefiting the people needs a new focus to stimulate income growth. Zhu Guihua, a citizen of Jinan, retired from an enterprise last year with a monthly pension of more than 1,800 yuan. She said that the salary increase of enterprise retirees this year was 6.5%, which was the lowest in the past decade. Retirees in many enterprises have a low pension base. For her, the increase of 6.5% is less than that of 120 yuan, and the increase is not in line with psychological expectations.

With the aging of the population and the increase of rigid expenditure on treatment, the dependency ratio of the basic old-age insurance system for enterprise employees in Zhejiang decreased from 7.08 at the end of 2010 to 2.79 at the end of 2016. In 2017, the budget of the basic old-age insurance fund for enterprise employees in Zhejiang showed a deficit, and sustainable development faced challenges.

In recent years, the net transfer income of urban and rural residents has increased rapidly, thanks to the improvement of various social security standards and the increase in poverty alleviation investment. As the government’s transfer payments continue to increase and the financial burden increases, it is more difficult to continuously introduce inclusive policies to benefit the people. A number of interviewed experts said that if there is no new inclusive policy and the existing policy standards for benefiting the people are not greatly improved, it will be difficult to support the residents’ transfer of net income to continue to maintain rapid growth.

  Improve the income control system

In view of the current employment situation, some respondents suggested promoting employment and entrepreneurship to increase income, deepening the reform of the wage system, improving the income control system, and deepening the reform of the wage system of government agencies, enterprises and institutions.

In terms of increasing income from employment and entrepreneurship, many interviewees suggested that the first is to promote the construction of entrepreneurial platforms such as creative space and business incubation bases, implement policies such as employment and entrepreneurship service subsidies and incubation subsidies, and lower the threshold for entrepreneurship. Encourage farmers to engage in e-commerce entrepreneurship, build an entrepreneurial service platform, and make full use of farm stock construction land to build a farm entrepreneurial base. The second is to promote the full employment of key groups, improve the identification and assistance system for people with employment difficulties, implement classified and accurate assistance, and develop public welfare posts for the placement of people with employment difficulties. The third is to strengthen vocational skills and improve the quality of employment. Build and upgrade public training bases for high-skilled talents, make full use of Internet technology, and explore the establishment of individual study accounts and credit accumulation systems for workers. We will implement training programs for family farmers, modern young farmers and leaders of new agricultural business entities to speed up the training of professional farmers.

In terms of deepening the reform of the wage system of government agencies, enterprises and institutions, experts suggest that, first, actively cultivate the wage referendum and normal growth mechanism of enterprise employees, so that employees can enjoy more "right to speak" in wage growth. Establish enterprise benefit sharing mechanism and encourage mixed ownership economy to implement employee stock ownership. The second is to explore the establishment of an income distribution incentive mechanism that conforms to the industry characteristics of public institutions and is oriented to increasing knowledge value, and to establish a multi-factor distribution mechanism according to technology and contribution. For high-level talents, the policy of income distribution tilt can be formulated separately. The third is to steadily increase the income of government staff. On the basis of standardizing allowances and subsidies, the regional additional allowance system is implemented to rationally regulate the wage gap in different regions; Standardize incentive subsidies, give local authorities the right to distribute certain assessment rewards, and focus on grassroots frontline personnel and outstanding performance personnel.

In addition, in terms of improving the income control system and promoting income equity, Zhu Guihua and other enterprise retirees said that although the government advocates the integration of pensions, compared with the pensions of retirees in government agencies and institutions, the pension base of enterprise retirees is low, even if the same increase is maintained, the gap between the actual amount of growth is still large. According to the difference of pension base between retirees in institutions and enterprises, a more targeted pension growth rate can be formulated.

Chen Bin Kai, an associate professor at the School of Economics of the Central University of Finance and Economics, suggested continuing to improve the policy of equal opportunities in the initial distribution. The increase of income of low-income class mainly depends on non-agricultural employment, and its employment direction is often labor-intensive small and medium-sized enterprises. Support can be provided to such enterprises to raise the income level of the middle and lower classes, such as encouraging the development of small and medium-sized enterprises through fiscal and tax preferential policies and financial policies. It can also increase the transfer payment to low-income groups and improve the efficiency of transfer payment. For example, in the tax system, we can give full play to the role of tax as a redistribution tool, reduce the tax burden of low-and middle-income groups and small and medium-sized enterprises, and strengthen the tax collection for high-income groups.

Yu Zijin, director of the Local Taxation Bureau of Wanli District, Nanchang City, suggested that the threshold should be raised appropriately to benefit the middle and low income groups and gradually expand the middle income groups. Give play to the role of individual tax in the redistribution of national income, strengthen the adjustment of capital and property income, adjust excessive income, and narrow the gap between the rich and the poor.

I have to run 9 times to stop my mobile phone for my late father-in-law? Mobile customer service apologizes

The pictures in this article are provided by the respondents.

On October 27th, Mr. Tang from Youxian District, Mianyang City, Sichuan Province broke the news to The Paper, saying that he had made nine trips to different mobile business halls in order to help his late father-in-law handle the mobile phone shutdown business in the mobile business hall, and it finally took nearly a month to successfully handle it.

In response to the situation reflected by Mr. Tang, on the afternoon of 27th, the customer service staff of China Mobile’s Mianyang 10086 hotline replied to The Paper, saying that if there were any irregularities in handling the shutdown business, they would first apologize on behalf of the local mobile business hall, and would also feed back the relevant information to relevant departments.

  Local China Mobile Customer Services

Mr. Tang told The Paper that his father-in-law died of cirrhosis on September 23 this year. In order to prevent his father-in-law’s mobile phone from incurring further expenses and to untie the family package bound by his family as soon as possible, he went to the mobile business hall near home to handle related business on September 25.

By consulting the local mobile business hall, Mr. Tang learned that the package business handled by his father-in-law had to pay about 170 yuan every month, and he was given 1200 minutes of talk time every month, which was bound for 2 years.

"If you want to handle the downtime, you must first untie it, and you must pay the liquidated damages near 480 yuan." Mr. Tang questioned whether it is reasonable to pay a certain penalty to handle the shutdown business because the person has passed away and this number cannot be directly cancelled.

Mr. Tang said that after expressing his confusion to the business hall consulted at that time, the other party told him that the two-year package could not be cancelled, and he had to go to the mobile business hall to handle it.

When Mr. Tang went to the mobile business hall near his home for the second time, he was told by the other party that he would not accept it and needed to go to China Mobile Business Hall in Shenjiaba.

When Mr. Tang went to China Mobile Business Hall in Shenjiaba, Youxian District, Mianyang for the third time, the other party told him that he needed to bring his father-in-law’s death certificate and other relevant documents before he could cancel the registration. When Mr. Tang went home for the fourth time, he was told by the other party that he needed to take the TV set-top box, wireless network optical cat and other materials bound to his father-in-law’s phone number to the business hall.

Mr. Tang recalled that in the mobile business hall of Shenjiaba, he was repeatedly rejected for reasons such as "not carrying enough materials" and "rushing to handle it and being told that it was 18: 30 after work". "They didn’t tell me what I needed to take at one time. They ran to tell me once, just like squeezing toothpaste, so they tossed it back and forth for seven times and finally failed."

On October 23rd, when Mr. Tang came to Shenjiaba Mobile Business Hall for the ninth time, he finally paid 50 yuan’s unbinding fee and deducted the phone bill for one month, and the shutdown business was successfully handled.

Mr. Tang said that during the nine trips to the business hall, he complained to the 10086 hotline, but did not get effective feedback.

A live recording provided by Mr. Tang showed that Mr. Tang had reported to the salesman in the mobile business hall that he had made seven trips to untie the business, and the staff replied in person, "Did I ask you to run seven trips?" I just got the list today. "

On the 27th, The Paper called the relevant person in charge of the Shenjiaba business hall of China Mobile by text message and telephone for many times. The other party said that it was "inconvenient to disclose" and refused to interview.

On the afternoon of 27th, China Mobile’s 10086 customer service staff told The Paper that they needed to bring the death certificate issued by the police station and the ID card of the handler, and go to China Mobile’s self-run business hall to negotiate and handle related business. The non-self-run business hall was not qualified to handle this business.

The aforementioned customer service staff of China Mobile 10086 also said that it is not troublesome to handle this business. "Just bring your mobile phone, but the business in each region is different.". As for the business opened on the mobile phone account of the deceased owner, he said, "You can negotiate with our staff. This is human feelings and should be handled."

Luc besson and other internationally renowned directors held the first international forum on "Culture, Media and Digitalization".

From November 13th to 14th, the first international forum on "Culture, Media and Digitalization" was successfully held in Moscow, attracting more than 5,000 participants. It’s not terrible that the valve cover gasket of BMW engine leaks oil, and the owner of BMW Z4 shares it and avoids the pit easily.

Dear BMW owners, BMW powder, friends who care about BMW models and want to buy used BMW cars, I believe that everyone is no stranger to the oil leakage of the valve cover. It is also confirmed that the BMW that does not leak oil is not a real BMW. As a second-hand Z4 car owner, I have just finished repairing the valve cover of my favorite car, and I would like to share my personal views on the common problem of oil leakage in the valve cover. Welcome to have an interactive discussion in the message area to make our car-loving and car-playing life happier.

At present, the engines used in the mainstream BMW models 1 Series, 3 Series, 5 Series, 7 Series, X1,X3,X5 are all N52,N54,N55,N20 (the latest B48 and B58 used in new models are out of the scope of this article because they have not leaked oil from the valve cover for a long time). Basically, the dividing line is 12 models, all of which were in-line 6-cylinder engines and 2.5L N52B25; 3.0L N52B30; 3.0T ones are N54B30,N55B30. Most configurations after model 12 basically use 2.0T N20B20 high and low power, and the high configuration uses 3.0T N55B30. All these engines have the common problem of valve cover oil leakage. You can check the engine model on the vehicle registration certificate (green copy), or check the engine model of your car on an APP such as a home.

Why does the valve cover leak oil? On the one hand, the valve cover and the engine block are sealed by a layer of rubber gasket, which is what we often hear. In the long-term high-temperature working environment, the rubber becomes hard and loses its sealing performance. At this time, there will be a layer of oil stains around the valve cover, which is called slight oil leakage. On the other hand, BMW makes the valve cover made of plastic (most of the engine valve covers are made of aluminum alloy). The working temperature of the engine is very high, and the plastic valve cover will be deformed in a long-term high-temperature environment. After deformation, the seal between the valve cover and the engine block is not tight, resulting in oil leakage. At this time, it can be clearly seen that there is black oil accumulation around the valve cover, even dripping down, dripping on the exhaust pipe or the engine belt. Generally, the valve cover pad will age for 2-3 years, resulting in oil leakage, and the valve cover will age for 6-8 years, resulting in oil leakage. (I use oil leakage and oil leakage to distinguish the layers of oil leakage in the valve cover, ranging from slight oil leakage to serious oil leakage)

What is the impact and harm of oil leakage or oil leakage from the valve cover, and is it necessary to repair it immediately? First of all, you can be sure that oil leakage has no effect on the engine working condition and vehicle use, except that there will be a layer of oil stains on the engine surface, which will become more and more serious with the passage of time. Personally, I suggest that you don’t rush to repair when oil leakage first occurs, continue to use it, and observe it regularly (mine has already appeared oil leakage when I just bought it, so I didn’t rush to repair it, but only repaired it after two years of continuous use. Why don’t you repair it urgently? Simply put, it doesn’t affect the use, and it is economical and easy to consider. From a professional point of view, I will explain it slowly below. However, when the valve cover becomes leaking oil, especially when the oil has dripped on the belt or transmission, it is recommended to repair it in time. Although it doesn’t affect the working condition of the engine, the temperature of the exhaust manifold is very high (at least above 300 degrees), and the oil drops on the exhaust pipe will evaporate immediately, and there will be a strong oil smell floating into the car. No one wants to sit in BMW and enjoy the blue sky and white clouds but always smell a pungent oil smell. What a spoil the scenery. Speaking of this, some cautious friends may ask whether there is a possibility of spontaneous combustion, which is extremely unlikely. The ignition point of the oil is very high, about 2000 degrees above, and the engine cannot reach this temperature when running. In addition, the oil drips on the belt of the pulley. Because the belt is made of rubber, the high-temperature oil will affect the service life of the belt and even cause combustion.

Is it troublesome to repair the oil leakage of the valve cover? There are two maintenance schemes for oil leakage of valve cover, one is to replace only the valve cover gasket, and the other is to directly replace the valve cover assembly (which includes the gasket). The working procedures of the two methods are the same, so the working hours are basically 300-800 yuan (with different repair shops and qualifications), but the price of accessories is much different. The price of a set of original valve cover gasket is 200-400 yuan (with different delivery channels), while the original valve cover assembly is 1800-2600 yuan, and the replacement parts imported from Germany are 800-1300 yuan. However, this is not the case. Generally, the valve cover will leak oil in 3-4 years, and the valve cover will age and deform in 6-8 years when the mileage reaches about 80,000, which will lead to serious oil leakage. Here, I mentioned that there is no need to repair it in a hurry when oil leakage first occurs. Apart from saving trouble, another reason is that if your car leaks oil after being used for 4 years, this is caused by the aging of the valve cover, and the valve cover may not be deformed, but it is also aging. If only the valve cover gasket is replaced, it won’t be long before the valve cover becomes aging and the assembly needs to be repaired and replaced, so the money for replacing the gasket before will be wasted, so the direct isotonic oil will become oil leakage, and then the valve cover will be replaced directly once after the valve cover is deformed. In the same way, if there is a serious oil leakage, it is not possible to replace the valve cover pad only, because the valve cover is deformed, which will lead to oil leakage. If the maintenance master tells you that you can change the pad first,If it doesn’t leak, it’s okay. If it still leaks, replace the assembly. In fact, he knows very well that he will basically have to change the assembly again (that’s what he wants, you know). . . . )

How to choose 4S shop and repair shop during maintenance? Can it be completely solved after maintenance? Whether to go to a 4S shop or a repair shop for maintenance is a matter of opinion, depending on your pockets. The cost of replacing the valve cover assembly in a 4S shop is about 5000-8000 yuan (some old cars can enjoy a discount, for example, my Z4 can enjoy a 7.5% discount, so please consult the local 4S shop for details). If you can afford it, you don’t have to worry about it, so you can go directly to the 4S shop for maintenance. Of course, the 5,000 yuan that you will buy a BMW is certainly affordable, but it also depends on whether it is necessary. Considering the cost performance, I suggest that it is enough to find a reliable and qualified repair shop for maintenance, because the number of BMW cars is very large now, and most of the BMW cars that have reached the age limit have replaced the valve cover. Those who are famous in the local area must have repaired a lot, and the maintenance masters are very experienced in this. There is no technical difficulty in replacing the valve cover itself. It can be handled well for experienced middle-level workers and above. Can it be completely solved after maintenance? The answer is unfortunately, no. The reason is very simple because the newly replaced valve cover is still made of plastic, which will age and deform after a long time. In fact, replacing it is equivalent to doing an oil maintenance, and it will be replaced when it reaches the service life again. Therefore, you don’t have to worry too much about the quality of the accessories used in the repair shop. As long as you don’t shoddy them, you can sell them as original parts. Of course, it doesn’t mean that the accessories can’t be used. It’s just that you spend more money. I still have great confidence in a conscientious repair shop. After all, the service industry depends on word of mouth. There is a difference of more than 1,000 yuan between the accessory parts and the original parts, and there are different opinions about the difference in use. Everything is true, and it is not a problem to use the accessory parts for two or three years (because many riders are thinking of selling them for two or three years when they buy used cars, which is quite good (∩_∩)O).

It’s so long-winded that it’s the first time to share it. If there are any problems in the grammar or professional knowledge of the article, please correct me. You are also welcome to discuss and exchange in the message area. If you pay attention to the praise of friends and get more responses, it’s ok. I’ll share the process of replacing the valve cover and the rubber gasket of the oil filter seat with my Z4 in the next issue.

Actor Liu Qingyun Dink for 22 years, but was spoiled by Hong Kong sister Guo Aiming as a son

He is the "dark horse prince" of the entertainment industry.

He is also "Mr. Liu, an ordinary citizen".

Liu Qingyun.

Perhaps the younger generation of friends may not be familiar with this name.

But as soon as you see that face, you will suddenly realize: "So it’s him".

Fang Zhanbo in "The Great Era", A Jie in "New Love", He Shangsheng in "Dark War"… He created too many classic characters and became a childhood memory for a generation.

He has been nominated for more than ten Academy Awards and has won two Academy Awards and one Golden Horse Award.

Some people say that Liu Qingyun’s nomination history is half the history of the Academy Awards.

However, it is this actor Liu Qingyun, who is loved by many movie fans, who is a lonely child who is not loved by his parents in his life.

On February 16, 1964, Liu Qingyun was born into an ordinary family in Hong Kong. His father worked in a famous watch store, while his mother worked in a small factory. Although he was not wealthy, his financial situation was satisfactory.

He was the second of the three siblings in the family, with his sister above and his brother below. He was in an awkward position of being ignored.

Liu Qingyun’s childhood was not a happy one.

The mother likes the older sister, and the father prefers the younger brother. He is like a transparent person in the middle, eager to receive love.

When he was young, Liu Qingyun was very rebellious. He often skipped school and didn’t go home, and it was even more common to fight against teachers. He even tried to write all the wrong answers on the test paper, but he was held back for one year.

The withdrawn Liu Qingyun never took the initiative to show kindness to people. When he met real-world friends, he would not even say hello. When others took the initiative to greet him, he did not respond.

But Liu Qingyun’s father is a very traditional person and a very strict father, who disciplines his children very strictly, so the rebellious Liu Qingyun is often physically punished by his father.

He was required to sit on the left side of Liu’s father, "Because my father is left-handed, it is more convenient to hit me. Now I usually send my meals to my door by myself, and I am used to it."

A strict father and a rebellious son, Liu Qingyun never had a good relationship with his father.

According to media reports, Liu Qingyun once said that "Dad never hugged himself".

Children who are not cared for from an early age often find reasons within themselves.

Liu Qingyun is like this,He had low self-esteem as a child. The father’s attitude towards other children is better than his own, which makes him feel that he is not cute enough – because he is not cute, so the father will hug other children and never hug himself.

He described himself in an interview: "There is a kind of child in this world: when you see him, you don’t want to touch and love him, and that was the case when I was a child."

When he was young, his father’s "neglect" became the shadow of Liu Qingyun’s childhood, causing him to grow up to be very strange and afraid of getting along with strangers.

And the reason for Guo Aiming’s infertility for so many years is related to this shadow.

But the identity of a father was strange and familiar to Liu Qingyun. The influence of his childhood father made him afraid that he would become an unqualified father and let his children become another himself.

Although he had a bad relationship with his father, the role of a father was very important in Liu Qingyun’s life.

Liu Qingyun made some important decisions at the crossroads of his life under the influence and support of his father, such as becoming an actor.

When he was young, Liu Qingyun was rather stuffy and not good at making friends. He was often alone, so he spent his spare time reading.

At the age of 18, due to his excellent grades, his parents decided to send him to study in Canada, but a sudden illness caused Liu Qingyun to miss the opportunity to study abroad.

This illness changed Liu Qingyun’s life path. For a long time after his recovery, he was very depressed and had no energy.

Once upon a time, Liu Qingyun’s ideal was to be an astronaut, but unfortunately after graduating from high school, he had nothing to gain. He had to work as an office assistant and work as a substitute, but the longest job was only two months.

Once, Liu Qingyun saw that TVB was recruiting artists, and Liu’s father casually said "why don’t you try it", which was heard by him.

Liu Qingyun had the intention to give it a try, but the inferiority complex he had developed since childhood hindered him, and he felt that he would not succeed.

Finally, with the support and encouragement of my fatherOnly then did he summon up the courage to participate in the 1983 TVB actor recruitment, gaining the opportunity to enter the entertainment industry.

Enrolled in the TVB artist training class, Liu Qingyun, as always, did not like talking and did not like to communicate with people.

A solitary personality, coupled with a dark complexion unlike other handsome students,He is regarded as a marginal by his classmates, and no one wants to be with him in every public performance.

They also nicknamed him "Black-Faced God", laughing at his big eyes, thick lips, and dark skin.

He was in the same class as Carina Lau, Wu Junru, and others. The girls in the class were very afraid of him. Zeng Huaqian said that he never chatted with his classmates during filming.

The personality developed in childhood is difficult to change, and until now, Liu Qingyun has been a man of few words.

Of course, he also inherited his father’s strictness.

While filming the TV series "The Big Time", Liu Qingyun met Guo Aiming, who was born in Hong Kong with a master’s degree.

However, later, Guo Aiming recalled that he was a little afraid of Liu Qingyun at that time.

At first, the two didn’t call much, but under Zhou Huimin’s deliberate matchmaking, the two gradually came together.

The love between Liu Qingyun and Guo Aiming has always been a good story in the entertainment industry. They are a model couple in the eyes of the world. After 21 years of marriage, they are still as sweet as ever.

Like his father, Liu Qingyun is also very traditional. He is in the entertainment industry but has not been exposed to the bad habits of the entertainment industry. He has not had any scandals for so many years.

He loved his wife very much and once said, My wife is the best gift in my life.

After marriage, Liu Qingyun became a favorite wife.

When shopping together, be sure to hold your wife’s hand and declare your sovereignty.

Every year, I remember the anniversary very clearly, and I will choose gifts for my wife very carefully.

Every time the same frame picture photographed by the media is a large-scale show of love;

If you quarrel with your wife, you will admit defeat first.

A reporter once asked what he would do if he were 25 years old.

Liu Qingyun replied:"I will not be an actor and want to do something else, but I still want to go back and see Guo Aiming."

The most classic is the confession on the podium of the 2015 Academy Awards. Liu Qingyun mentioned his wife in his acceptance speech:"I want to thank my wife… Every time I drive a spaceship and fly to some unknown place in the universe, you always have a way to make me return to Earth safely."

Guo Aiming shed tears on the scene offstage.

It is said that the film and television production company "Little Spaceship" founded by Liu Qingyun is named after his wife.

Liu Qingyun and Guo Aiming have been in love for more than 20 years, but their only regret is that they have never had children.

Hong Kong media broke the news that Liu Qingyun was suffering from congenital hypertension, a genetic disease that is likely to be passed on to the next generation, which may be one of the reasons for the couple’s infertility.

The deeper reason may be Liu Qingyun’s childhood experience.

Perhaps the childhood shadow brought by his father has been indelible, and he is afraid of becoming a father.

The gap between father and son left by childhood takes a long time to resolve.

When he first started filming, Liu Qingyun would not call home even if he went out to work for a month, nor would he care about his family.

As he grew older, Liu Qingyun increasingly understood that his father’s "severity" was for his own good.

Just always can’t get over the hurdle in my heart.

It was not until after marriage that Liu Qingyun gradually felt the warmth of family and the importance of family affection in Guo Aiming.

Slowly, he broke the barrier with his father, and the relationship between father and son was also eased. The media took many photos of Liu Qingyun taking his father to the hospital to see a doctor. In the photos, Liu Qingyun accompanied the elderly throughout the process, helping and pushing the wheelchair with his own hands, attentive and thoughtful.

Previously, Liu Qingyun expressed his desire in an interviewShoot less and spend more time with your family.

His father’s influence on Liu Qingyun accompanied him throughout his life. When he was young, he did not understand fatherly love, but later he realized the preciousness of family affection.

Ultimately, time has dissolved the barriers, and now father and son have found the best way to get along.

Behind the father and son’s thawing is the silent warmth of his wife Guo Aiming over the years.

On December 26, 2023, Huzhou Wanda Investment Co., Ltd. underwent industrial and commercial changes. Wanda Hotels and Wanda Films Sold

In addition to Wanda Plaza, China Securities Journal reporters observed that recently, Wanda’s Wanda hotels and Wanda Film-related assets have also been sold.

Credit China data shows that on December 22, 2023, a number of industrial and commercial changes occurred in Shanghai Wanda Hotel Investment Co., Ltd. The former wholly-owned shareholder Dalian Wanda Commercial Management Group joint stock company withdrew, and Beijing Yinglang Commercial Management Co., Ltd. was newly added as a wholly-owned shareholder. The legal representative of the company was changed from Zhang Jing to Zhao Yong.

Regarding the asset change of Shanghai Wanda Hotel Investment Co., Ltd., a person familiar with the matter responded to the China Securities Journal reporter that although Wanda has successfully sold the assets of Shanghai Wanda Ruihua Hotel, the hotel is still managed by Wanda, and the Wanda brand is retained, which means that Wanda is in the process of implementing light assets. In recent years, Wanda Group has actively deleveraged, reduced liabilities, and developed a strategy of light assets and brand export. Combined with a series of measures such as Wanda Group’s recent agreement with the Pacific Alliance, it means that Wanda Group’s asset structure is increasingly optimized. The new owner of Shanghai Wanda Ruihua Hotel is a diversified large multinational company, which fully recognizes Wanda Hotel Management Company. Later, it will not rule out entrusting Wanda to manage other domestic and foreign hotels of its own.

Previously, Wanda Film announced that the company received a notice on December 6, 2023 that the company’s indirect controlling shareholder, Beijing Wanda Cultural Industry Group Co., Ltd., and its wholly-owned subsidiary, Beijing Hengrun Enterprise Management Development Co., Ltd., and the company’s actual controller, Wang Jianlin, intended to transfer the 51% equity of the company’s controlling shareholder, Beijing Wanda Investment Co., Ltd. to Shanghai Ruyi Investment Management Co., Ltd.

Bai Wenxi, vice chairperson of the China Enterprise Capital Alliance, told China Securities Journal that Wanda owns nearly 500 Wanda plazas across the country and has enough capital and resources to adjust, optimize and move. Projects in some core areas often have high commercial value and attractiveness, so they are easier to become targets for transfer. From a strategic perspective, Wanda’s asset-light strategy is one of its core strategies for long-term development. By transferring some assets or projects, Wanda can reduce its own operating risks, obtain more funds and resources, invest in more potential markets or projects, and resolve its own phased liquidity pressure. In addition, Wanda can also share commercial interests with more partners through this strategy to achieve a win-win situation.

Mr. Bai said the transfer did not mean giving up a market or area. It could be part of a shift in Wanda’s overall strategic model and market strategy. In due course, Wanda may still return to these markets or areas to continue to drive its business development. This reflects both its implementation of the asset-light strategy and its flexibility to respond to market changes.
