Encourage banking financial institutions to increase credit support for enterprises that provide emergency supplies, focus on cultivation, and build convenient living circles, and appropriately reduce loan interest rates. Guide financial institutions, strengthen information sharing with the competent departments of retail industry, use relevant data, improve risk pricing ability, and issue more credit loans. Encourage qualified retail enterprises to issue corporate credit bonds and broaden diversified financing channels for retail enterprises.
In terms of tourism,The "Several Measures" propose to guide banking financial institutions to increase credit investment in key cultural and tourism market entities such as A-level tourist attractions, tourist resorts, rural tourism business units, star-rated hotels and travel agencies that meet the requirements and have good expected development prospects, and appropriately increase the loan amount. Encourage government agencies, enterprises and institutions to hand over the scheme formulation, organization and coordination of trade union activities and exhibition activities held in accordance with the regulations to travel agencies, clarify the detailed requirements of service content and service standards, strengthen the management of fund use, reasonably determine the proportion of advance payment, and pay funds to travel agencies in time in accordance with the contract.
In terms of road, waterway and railway transportation,The "Several Measures" propose that in 2022, railway transport enterprises will be suspended from paying VAT in advance for one year. In 2022, taxpayers’ income from providing public transport services will be exempted from value-added tax. Formulate and introduce the taxi subsidy scheme in Tianjin during the "14 th Five-Year Plan" period to support taxis to speed up electrification. Encourage banking financial institutions to increase credit support for hub airports. Encourage qualified airlines to issue corporate credit bonds and broaden diversified financing channels.
