It has successively issued 18 measures on continuing to increase the assistance of small and medium-sized enterprises to speed up the recovery and development of enterprises in difficulty, 45 implementation plans for coordinating epidemic prevention and control and stabilizing economic growth in Beijing, and 27 specific measures on helping enterprises to bail out difficulties and accelerate the recovery of consumption, and has made great efforts to promote the implementation of policies and strengthen overall planning. Relevant departments have successively issued 55 supporting policies and implementation rules to benefit enterprises as soon as possible. As of August 1, 2022, a total of 140 billion yuan has been added for tax reduction and fee reduction and tax refund. The social security holdover policy benefited about 1.15 million people from 34,000 enterprises, and the holdover amount reached 6 billion yuan; The state-owned housing rent reduction and exemption policy benefited 63,000 small and micro enterprises and individual industrial and commercial households, with a reduction and exemption amount of nearly 10 billion yuan; The "financing through train" has distributed 6.25 billion yuan to 801 enterprises.
The "Several Measures for Helping Enterprises in Beijing to Solve the Difficulties and Optimize the Business Environment" issued this time is a concrete measure to implement the spirit of the 13th Party Congress, and it is also one of the supporting policies for the implementation plan of the city’s overall epidemic prevention and control and stable economic growth in 2022. The main purpose is to promote policy accuracy by continuously deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform, based on "taking the initiative", "speeding up the operation" and "facilitating the operation". It embodies the following three characteristics:
First, highlight the word "service", adhere to the needs of enterprises and the government, and improve the quality and efficiency of services with higher standards. The "Several Measures" put service for enterprises in a prominent position, give full play to the role of the three-level enterprise service system of city, district, street and township, conduct extensive visits to enterprise services, and emphasize active service, accurate service and effective service. Give full play to the "service package" mechanism and the role of the 12345 enterprise service hotline, take the initiative to ask for needs, give full assistance and make precise policies, and study, promote and implement the difficulties, problems and demands put forward by enterprises, so as to help enterprises return to work and reach production and accelerate the recovery and development.
The second is to focus on the word "fast", through digital empowerment and process reengineering, to enhance policy fulfillment and enterprise efficiency with greater efforts, and to achieve fast approval, fast processing and quick results. Several Measures vigorously promote the online handling of enterprise-related service matters, further optimize the examination and approval process by using next-generation information technologies such as big data and artificial intelligence, greatly reduce the application materials, make the online handling of enterprises faster, realize the policy of benefiting enterprises, such as "enjoy without applying", "enjoy immediately after applying" and "enjoy directly", and promote more service matters, such as "all-process online handling", "all-photo handling" and "one thing at a time"
The third is to anchor the word "quasi", adhere to the problem orientation, aim at the pain points, make practical moves and see practical results, and effectively solve the most concerned, direct and urgent problems of enterprises. For example, measures such as improving the filing system of business closure, extending the validity period of business license, simplifying the procedures for removing abnormal lists, and expanding credit repair channels can effectively solve the difficulties and problems faced by enterprises due to various factors. At the same time, we will continue to make precise efforts in the reform of admission and quasi-operation, implement the merger reform of "one industry and one license" and "license joint office", increase the support of small and medium-sized enterprises in government procurement, reduce the processing time of export tax rebate, and improve the efficiency of customs clearance of high-tech goods, thus providing strong institutional guarantee for enterprises to expand their operations and develop steadily.
Second, the main content
The "Several Measures" put forward 34 reform measures focusing on five aspects: enterprise-related services, online services, access to quasi-business, and expansion of business.
(A) comprehensively strengthen enterprise services to help enterprises accelerate their recovery and development.
Strengthen the awareness of active service, do a good job in enterprise-related services in an all-round way, change from "looking for services" by enterprises to "sending services" by the government, actively understand what enterprises need and expect, and coordinate and solve problems encountered by enterprises in a timely manner.
First, the city-wide visit service activities of "preventing epidemic situation, stabilizing economy and helping enterprises out" were carried out. Since June, leaders of various departments, districts, towns and villages have conducted extensive visits according to sub-regions, fields, industries and categories. At the municipal and district levels, 9,980 enterprises have been visited, and 5,759 requests for solving problems have been made, especially in the aspects of epidemic prevention and control, resumption of work and policies for helping enterprises to bail out, helping enterprises to timely fulfill their bail-out policies, guiding and coordinating enterprises to resume work and reach production, and supporting new business of enterprises. In the second half of the year, the enterprise plans to start 41 major projects with an investment of more than 20 billion yuan.
The second is to strengthen the service mechanism of enterprises at the city, district, street and township levels. Give full play to the role of the "service package" mechanism, and take various ways such as "one enterprise, one policy" and "one industry, one policy" to increase coordination and solution. Improve the service quality and efficiency of industry and local butlers, adhere to the principle of "handling complaints as soon as they are received" and "keeping promises to the end", and give answers to consulting matters included in the "service package" within 24 hours; For the appeal of returning to work and resuming production, it will be settled within 7 days. In the first half of the year, the cumulative number of service enterprises reached more than 13,000.
The third is to better play the role of the 12345 enterprise service hotline. Enterprises can call the 12345 enterprise service hotline for consultation or reflect problems during the process of helping enterprises to bail out. In order to further improve the handling efficiency, the 12345 enterprise service hotline will establish a classified handling mechanism for enterprise demands, optimize the processes of problem acceptance, collaborative handling and result feedback, shorten the handling time limit, and handle enterprise problems and demands efficiently by means of "directly transferring work orders to the front line" and increasing the proportion of "answering questions immediately". From January to July, the 12345 enterprise service hotline handled a total of 34,500 problems, with a solution rate of 86.38% and a satisfaction rate of 92.70%, which effectively helped enterprises solve difficulties and resume work.
(B) vigorously promote the "full network" and comprehensively improve online services.
Actively respond to the telecommuting needs of enterprises during the epidemic period, and intensify reforms in promoting the application of electronic licenses and electronic seals, and online cashing of policies benefiting enterprises, so as to make things more convenient for enterprises.
The first is to promote the "whole process network" of all enterprise-related services. At present, the proportion of government affairs services in this city has reached more than 97%. On this basis, we will speed up the construction of a digital service platform of "full-process network, integrated joint operation, inter-provincial general operation and mobile operation" to provide enterprises with more intelligent, accurate and personalized government services. At the same time, we will continue to promote the online handling of small and medium-sized enterprises’ first loan subsidies and loan deferred repayment of principal and interest, and accelerate the realization of "full online handling" of all enterprise-related services.
The second is to implement the online inquiry and cash of the policy of benefiting enterprises. In order to effectively improve the availability of policies, government portals at all levels will open a policy area for benefiting enterprises before the end of August to provide fast and accurate inquiry services, and simultaneously release policy interpretations, handling guidelines and contact information for newly issued policies. In order to facilitate enterprises to understand and enjoy all kinds of preferential tax policies in time, through the electronic tax bureau’s active screening, automatic promotion of phased exemption of value-added tax, reduction of local "six taxes and two fees" and other policies, all enterprises that meet the conditions for enjoyment are "free of application and enjoy" and automatically reduced or exempted. From January to July, a total of 36 batches of policies were pushed for 16.19 million times, and the "six taxes and two fees" were reduced or exempted for 782,000 small and medium-sized enterprises and individual industrial and commercial households by nearly 3 billion yuan.
The third is to speed up the optimization of enterprise online office environment. We will continue to promote the application of electronic seals, and continue to issue electronic seals to newly-started enterprises free of charge. At the same time, we will encourage existing enterprises to apply for electronic seals, focusing on promoting the application of electronic seals in government services, finance, commerce and other fields. Enterprises can use electronic seals to handle various government services and carry out business activities such as bank account opening, bank loan, contract signing, government procurement, bidding and issuing certificates. Since the free issuance of electronic seals for newly-started enterprises in January 2021, more than 2.9 million electronic seals have been distributed, and they have been widely used in the field of government services, laying a good foundation for enterprises to do things without meeting each other.
(3) It is more convenient for enterprises to start operations and fully stimulate the vitality of market players.
We will continue to deepen the reform of the commercial system, focus on reducing licenses and simplifying examination and approval, achieve more market players’ "access is allowed", and further reduce the institutional transaction costs of enterprises.
First, comprehensively improve the convenience and intelligence level of enterprises. In order to enable enterprises to obtain registered names smoothly and immediately, we will further optimize the independent declaration service of names, realize automatic and accurate comparison of names, and smooth the declaration channels of names in emerging industries. At the same time, it is the first in the country to carry out the pilot project of independent publicity of enterprise business scope. For example, enterprises engaged in special catering such as "stewed meat in copper pot" and "sesame paste candy cake" can fully display personalized products, promote special services and publicize brand characteristics by clicking on the "independent publicity" column of the "e-window" platform and making publicity on the "Beijing Enterprise Credit Information Network". Efforts will be made to improve the convenience of setting up foreign-funded enterprises, promote the online identity authentication of foreigners with permanent residence identity cards, and realize the online processing of the whole process of the establishment, change and cancellation of foreign-funded enterprises.
The second is to facilitate enterprises to quickly enter the quasi-camp. For catering, retail, entertainment, village accommodation and other consumer areas that are greatly affected by the epidemic, we will speed up the implementation of "one industry and one license" and set up a comprehensive window for enterprises to open "one industry and one license" in the government service center to realize "one notification, one set of materials and one license to operate" when handling business licenses. At present, taking the opening of a bookstore in Beijing Economic and Technological Development Zone as an example, from four licenses (registration forms) before the reform, such as permission to set up a publication retail unit, registration of a publication rental enterprise, hygiene license in public places and food business license, to one comprehensive license, from four trips to one trip, the processing time is shortened from 25.5 working days to five working days, the application form is reduced from four to one, and the application materials are reduced from 39 to at least 10. On this basis, the pilot reform of "one industry, one license" and "license joint office" will be further implemented, and enterprises can obtain business licenses and related licenses simultaneously by filling in a set of materials.
The third is to optimize the licensing process. In order to speed up the processing of business licenses related to enterprises, reduce the waiting time for on-site verification of enterprises, explore the remote verification of special food production licenses and food business licenses in the catering field, allow enterprises to submit verification and rectification contents through video and other means, and the market supervision department will review and issue certificates online. In view of the fact that enterprises can’t handle industrial product production licenses, food production licenses, food business licenses and other documents in time due to the epidemic situation, they are allowed to postpone the replacement; If the qualification certificates or certificates of relevant employees in the closed control area expire, the validity period of the qualification is allowed to be extended.
The fourth is to improve the filing system for business closure. In March, the city introduced the filing system for the closure of market entities. Up to now, more than 210 enterprises have been closed for filing. The "Several Measures" further clarify that it is not considered illegal for market entities to be unable to contact through registered residences or business premises during the period of closure, and to suspend business for more than six months after opening; If it is really difficult to pay housing provident fund for employees, they can apply for reducing the payment ratio or delaying payment within the range of 1%-4%, so that enterprises can "rest and start again".
(4) Vigorously support enterprises to expand their business, create more opportunities and development space, and create a better development environment.
Focus on business development, financial difficulties, flexible supervision and other aspects that enterprises are concerned about, and promote the introduction of a number of small-incision and targeted reform measures in the fields of government procurement, tax payment, cross-border trade, and credit supervision, so as to inject confidence and motivation into enterprises to accelerate their recovery and development.
First, increase business support for small and micro enterprises. Improve the model text of bidding documents for government procurement projects, increase the reserved share of small and medium-sized enterprises, and give preferential price deduction, so as to enhance the competitiveness of small and medium-sized enterprises in government procurement. Increase the preferential rate of price deduction for government goods procurement and service procurement projects to small and micro enterprises from 6%-10% to 10%-20%; If large and medium-sized enterprises and small and micro enterprises form a consortium or subcontract to small and micro enterprises, the preferential rate of price deduction will be increased from 2%-3% to 4%-6%, creating more opportunities for small and medium-sized enterprises to win the bid for government procurement.
Second, adopt various ways to alleviate the financial pressure of enterprises. For enterprises that are affected by the epidemic and have difficulty in reporting and paying taxes, the time limit for examination and approval will be further reduced, and the extension of reporting and approval will be completed on the day of application and the extension of tax payment approval will be completed within 9 working days. Optimize the process of enterprise export tax refund, reduce the average processing time of normal export tax refund business to less than 6 working days, and implement tax refund in place within 3 working days for enterprises with good export tax refund credit in stages to speed up the withdrawal of enterprise funds.
The third is to make precise policies to improve the efficiency of enterprises. Improve the customs clearance efficiency of high-tech goods, allow customs inspection at qualified destinations provided by enterprises, and effectively reduce the risk of material damage to goods. Optimize the online registration of real estate, improve the online information inquiry function, provide information services such as housing area, use, existence of mortgage, seizure, advance registration, objection registration and cadastral map, and gradually realize the "ward round". Strengthen the management and service of second-hand car trading, and formulate guidelines for the transfer process of second-hand car trading in this city; Cancel the industrial and commercial verification of the transfer invoice, and there is no need to stamp the industrial and commercial verification stamp on the transfer invoice for used car transactions; Provide "one-stop" trading services in all trading markets in the city, and add a second-hand car trading transfer registration window according to the market transaction volume, so as to reduce the number of business people running around and improve the efficiency of second-hand car trading.
The fourth is to expand the channels of enterprise credit repair. For market players who are affected by the epidemic and fail to declare the 2021 annual report on time, they are exempted from relevant administrative penalties; Those declared before September 30 will not be included in the list of abnormal business operations or marked as abnormal business operations. For enterprises listed in the abnormal list, if the address change or annual report is completed, the procedures for removing the abnormal list will be simplified, and the removal will be handled within 3 working days after acceptance. Open the "credit exemption application" service for punished enterprises and the "one-stop declaration" channel for credit repair of bankrupt and reorganized enterprises on the website of Credit China (Beijing) to facilitate the credit repair of enterprises; For enterprises and individuals affected by the epidemic, such as delaying repayment of loans, banks and other institutions will take targeted relief measures in accordance with the relevant provisions of the People’s Bank of China. Relevant overdue loans can be submitted without overdue records, adjusted for those that have been submitted, and submitted with credit records according to the adjusted repayment arrangements.
Some measures to help enterprises out and optimize the business environment are important measures to stabilize economic growth in this city. We will strengthen overall coordination, clarify departmental responsibilities, issue task accounts, and strengthen supervision and implementation in accordance with the requirements of the CPC Central Committee that "the epidemic situation should be prevented, the economy should be stabilized, and development should be safe", so as to speed up the implementation of various policies and measures, help enterprises and the economy continue to recover and develop with a world-class business environment, and greet the party’s twentieth victory with practical actions.
