    According to the Shaanxi Meteorological Bureau, last winter (from December 2007 to February 2008), the average temperature in Shaanxi Province was-1.3 degrees Celsius, which was 1.3 degrees Celsius lower than normal, the lowest since the winter of 1976.


    According to reports, the winter in Shaanxi Province was warmer before the winter last year, and it continued to be unusually cold after the winter. In December 2007, the average monthly temperature in the whole province was 0.3 degrees Celsius, which was 0.3 degrees Celsius higher than normal. In January 2008, the average temperature was-3.2 degrees Celsius, which was 1.6 degrees Celsius lower than normal. In February, the average temperature was-0.8 degrees Celsius, which was 2.1 degrees Celsius lower than normal, both of which were abnormally low.


    At the same time, the precipitation in Shaanxi last winter was 73% more than normal, and the average precipitation in the province was 35.4 mm. In January 2008, the average precipitation in the whole province was 18.4 mm, which was 2.2 times higher than that in the same period of normal years, which was a rare anomaly in the past 20 years.


    According to the analysis of meteorological data, since 1987, the average winter temperature in Shaanxi Province has been on the warm side, and all walks of life have gradually adapted to the warm winter climate conditions, but the awareness of preventing cold weather in winter has weakened. Once cold weather occurs in winter, its harm and influence will be more serious.


    Climate experts say that in the context of global warming, although the average temperature is on the rise, there will still be continuous snowfall and cold weather in some years.     Since entering the new era, Jiangsu has been devoting more than 75% of general public budget expenditure to people’s livelihood for many years, constantly polishing the happy background of "the people are rich".

Chen Jingfeng, the person in charge of Yancheng jianhu county Smart Pension Service Center, said: "Providing basic services such as meal assistance, bath assistance, leisure and entertainment, rehabilitation and physical therapy for the elderly in the jurisdiction, as well as home-based services, will make the elderly in the county have a better sense of happiness and gain."
