The specific work notice is as follows:
I. Safety Assessment of Road Dangerous Freight Enterprises
According to the "Regulations on the Administration of Road Dangerous Goods Transportation" (Ministry of TransportDecree No.42 of 2019) In accordance with the relevant provisions on the safety assessment of road dangerous freight enterprises and the safety management requirements of the road dangerous goods transportation industry in this Municipality, this Municipality conducts a comprehensive safety assessment for each road dangerous freight enterprise (including non-operating road dangerous goods transportation units) every year. The safety assessment includes honest management and serious dishonesty, and the quality credit assessment of road dangerous freight enterprises is no longer carried out separately.
(A) assessment content
The main contents include ten evaluation elements, specifically: the implementation of safety subject responsibility, standardized operation, honest management, social obligations, safety consequences, publicity and education on illegal handling, basic traffic safety work, traffic safety management, safety law enforcement management, and mastery of laws and regulations on safety knowledge and operating procedures. Each evaluation element contains several evaluation items and indicators, which are revised every year according to the actual management.
(2) Application of results
Total score of safety assessment of road dangerous freight enterprises500 points, three types of high-risk enterprises (that is, enterprises that transport explosives, radioactive substances and drama drugs) are divided into 450 points, and those below 450 points are unqualified; Non-class III high-risk enterprises pass the examination with 400 points, and those below 400 points are unqualified. The safety assessment results serve as the basis for the municipal and district transportation management departments to carry out the daily supervision of dangerous goods transportation enterprises, audit the expansion or reduction of business scope, scale and classification and classification management.
1. Enterprises that fail the safety assessment shall not increase their business scope or increase their transportation capacity.
2. According to the Notice on Further Strengthening the Work of License Extension for Road Transport Enterprises of Dangerous Goods in this Municipality (Hudao Freight [2022] No.35), it is clear that enterprises with different safety assessment results should be classified and managed: (1) If one annual safety assessment fails within the validity period of the license, the license extension will be limited within the next validity period of the license. If it is approved to continue the verification and meets the requirements, it will be extended, but it will not be extended for Class 1 explosives, 6.1 toxic substances, 6.2 infectious substances, Class 7 radioactive substances, Class 8 highly corrosive substances and drama drugs. (2) Within the validity period of the permit, if the safety assessment in the latest year is unqualified, and the cumulative safety assessment in the validity period of the permit is unqualified twice or more, it will not be extended.
3. According to the Discretionary Benchmark of Administrative Punishment of Road Transportation of Shanghai Municipal Transportation Commission, if the transportation enterprise fails to pass the safety assessment for two consecutive years within the validity period of the license, the law enforcement corps of the Municipal Transportation Commission shall revoke the license or revoke the corresponding business scope according to law.
Two, road dangerous goods transport drivers and general cargo transport drivers integrity assessment
According to the "Notice on Printing and Distributing the Measures for the Integrity Assessment of Road Transport Drivers" (Transportation Rules [2022] No.6) and the related work requirements of "Inter-provincial General Service" for road transport drivers, combined with the actual situation of road freight transportation in this city, this city carried out the credit assessment of commercial road freight drivers and road dangerous goods transport drivers (hereinafter referred to as "driver credit assessment"), and comprehensively evaluated their safety in production, compliance with laws and regulations and service quality in road transport activities.
(A) the assessment level and scoring
The driver’s integrity assessment adopts a scoring system, and the assessment period is a natural year, with a full score of.20 points, counting from the date when the driver first receives the qualification certificate. When an assessment cycle expires, the scores in the assessment cycle will be cleared and will not be transferred to the next assessment cycle. According to the driver’s violation of the integrity assessment index, the scores of one score are: 20 points, 10 points, 5 points, 3 points and 1 point. See the attachment for the driver’s integrity assessment indicators and scoring standards. The credit assessment grades of drivers are divided into excellent, qualified, basically qualified and unqualified, which are expressed by AAA, AA, A and B respectively. Evaluate according to the following standards:
1. If the driver meets all the following conditions, the integrity assessment level is AAA: (1) The integrity assessment level of the previous assessment cycle was AA or above; (2) The cumulative score in the assessment period is 0.
2. If the driver meets all the following conditions, the integrity assessment level is AA: (1) The assessment conditions of AAA are not met; (2) The integrity assessment level of the previous assessment cycle was Grade A or above; (3) The cumulative score in the assessment period did not reach 10 points.
3. If the driver meets all the following conditions, the integrity assessment level is Grade A: (1) The assessment conditions of Grade AA are not met; (2) The cumulative score in the assessment period did not reach 20 points.
4. If the cumulative score of the driver during the assessment period is recorded as 20 points or more, the credit assessment level is Grade B..
5. Those who have newly obtained the qualification certificate of road transport or participated in the integrity assessment for the first time shall have an initial grade of A..
(B) Assessment implementation and management
1. The implementation of automatic assessment endorsement, supplemented by manual entry assessment mode, the city and district transportation management departments to implement the assessment work. The information of driver’s integrity assessment is mainly connected with relevant information systems such as qualification certificate management, credit, law enforcement, continuing education and data resource sharing platform of the Ministry of Communications, and the assessment results are automatically generated in the driver’s integrity assessment system; If it cannot be achieved through system docking, according to the method of "manual collection and entry, system statistics and summary", all information collection units shall manually enter the information within 3 working days from the date of confirmation of credit assessment index information, and the assessment information shall be true and objective, and the information collection shall be comprehensive, accurate and timely. The results of the credit assessment grade should be timely received from the qualification certificate management system, and the electronic certificate of the road transport qualification should be automatically endorsed.
2. Establish electronic integrity files. The city relies on the integrity assessment information system to establish the electronic integrity files of drivers in this city, and realize the whole process record and traceability. Electronic integrity files shall be kept for at least 6 years.
3. Realize the convenience inquiry service. Relying on the Internet road transport convenience government service system of the Ministry of Transport, etc., the driver’s scoring situation, credit assessment level and other information will be provided to road transport drivers for inquiry and download in time. The Vocational Qualification Center of the Municipal Communications Commission and various convenience service points provide services such as inquiring, downloading and printing credit assessment grades for road transport drivers.
4. Establish consultation and objection classification and disposal mechanism. City Road Transportation Center is responsible for the daily maintenance of the driver’s integrity assessment information system, and accepts hotline consultation and objections in a unified manner. According to the information of the qualification certificate and the source of the assessment information collection, the relevant departments such as the municipal and district road transport (delivery) center, the law enforcement corps of the Municipal Communications Commission, and the vocational qualification center of the Municipal Communications Commission carry out classified disposal and answer.
(3) Reward and punishment measures and continuing education
The driver’s integrity assessment results as the basis of classification supervision, in accordance withThe basic principle of "rewarding the superior and punishing the inferior" is that drivers whose integrity assessment level is unqualified should be included in the key supervision objects of the industry, and the frequency of supervision and inspection should be increased. Drivers whose integrity assessment level is AAA and their road transport operators should be commended and appraised by the road transport industry.
1 road transport operators shall timely grasp the credit assessment level of road transport drivers of their own units, and strengthen the education and management of road transport drivers whose credit assessment level is unqualified according to law. Road transport operators shall not arrange drivers who fail the integrity assessment to undertake transportation production tasks with great political and national defense combat readiness significance, great social impact and high safety risks.
2. If road transport operators have accumulated more than 20% of the road transport drivers who have obtained the qualification certificates in a year with the credit assessment grade of Grade B, the transportation management departments at all levels shall issue a rectification notice to them, and shall not take it as the object of commendation and evaluation in the road transport industry.
3. Carry out differentiated continuing education of integrity assessment, and stop continuing education for all staff. If the driver’s credit assessment level is unqualified, it shall, within 30 days after the credit assessment level is determined, and in accordance with the requirements of the Regulations on the Administration of Road Transport Practitioners, if the road transport enterprise has an independent training system and can connect with the driver’s credit assessment system of the city road transport center, it can complete the continuing education of road transport regulations, professional ethics and safety knowledge for not less than 18 hours by itself; Road transport enterprises that do not have the conditions can receive continuing education and training at the qualification training institutions registered by the Vocational Qualification Center of the Municipal Communications Commission. After completing the required continuing education, their credit assessment level will be restored to A level. The training records of road transport enterprises or qualification training institutions can be connected with the integrity assessment system in a systematic way.
As of the date of issuance of this notice, the Code for Safety Assessment of Shanghai Road Dangerous Goods Transportation Industry (Revised) shall be abolished.
