On September 20, 2019, Comrade Zhang Li, deputy researcher of the cadre department of the Political Department of the Liaoning Provincial Public Security Department, suddenly fell ill and was sent to the hospital for rescue. He died in the line of duty.
Comrade Zhang Li fell into the job she loved all her life and bid farewell to the public security cause that she fought for for for 30 years. She was only 51 years old.
In the 70th anniversary of the founding of New China, anniversary’s security and stability work, Comrade Zhang Li resolutely maintained the overall social stability in Liaoning with loyalty, wisdom, sweat and even the sacrifice of his precious life.
Comrade Zhang Li was born on November 20, 1967 and joined the public security work in August 1989. In May, 1997, he joined the Communist Party of China (CPC), holding the rank of first-class police inspector.
After taking part in the work, Comrade Zhang Li successively served as the market police station of Xinglongtai District Public Security Bureau in Panjin City, the patrol brigade of public security, the revitalization police station, the pre-trial legal department, the police officer of the Political Department of Interpol Brigade, the chief clerk and deputy researcher of the Political Department of Liaoning Provincial Public Security Department. Because of his outstanding work performance and remarkable achievements, he was awarded as an outstanding civil servant and an outstanding Communist party member for many years in a row. He was a former deputy researcher of the cadre department of the Political Department of Liaoning Provincial Public Security Department.
In the 30 years of public security work, Comrade Zhang Li has been honored with personal first-class merit once, third-class merit five times and awarded four times.
With a strong sense of responsibility and dedication to the cause of public security, with enterprising and indomitable willpower and a consistent style of hard work and hard work, she completed her job well and died in her post during the 70th anniversary of anniversary security.
Loyal at the top of your head, selfless dedication
In the past three years, there are nearly 3,000 new police recording procedures in the province every year. Comrade Zhang Li is responsible for the police recording and auditing work, and more than 20,000 police recording materials need to be collated and audited every year.
Comrade Zhang Li worked overtime, day and night, to ensure that his examination and approval work was error-free.
Even if you can’t walk after being seriously injured, you can’t disrupt Comrade Zhang Li’s work pace at all. Lying in the hospital bed, she is still sticking to her duties.
After getting off work on the evening of May 3, 2018, Zhang Li, who was tired after a day’s work, was walking on her way home, still thinking about many details at work.
Suddenly an iron plate flew up and hit Zhang Li’s foot. It turned out that a bus passing by pressed up an iron plate, and the severe pain made the sweat instantly generate from Zhang Li’s forehead.
My foot didn’t dare to move. I was sent to the hospital for examination. It turned out that four toes were broken and I needed to be hospitalized.
"It’s too late to work after being hospitalized for so long." Zhang Li tried to walk, hoping to get to work without delaying her work. But as soon as my foot touched the ground, the severe pain hurt my heart.
Even if you are forced to be hospitalized, you can’t delay your work. Zhang Li took the initiative to apply to the leader and asked her colleagues to send the non-confidential work materials home for review.
Leaning against the head of the bed, my feet are raised, there are thick materials on my legs, and I have a pen in my hand.
Zhang Li’s eyes wandered line by line and page by page on the material, carefully reviewing it, and it took half a day at a glance.
The foot injury is slightly better and the pain is reduced. On saturdays and sundays, Zhang Li asked her family to help her, and moved to the desk of the unit bit by bit with crutches for online review and approval.
Stress the overall situation, dare to take responsibility and set an example.
Facing the work, Zhang Li never said no. In the eyes of leaders and colleagues, Comrade Zhang Li has always been an example with a sense of the overall situation, and he can rely on it at critical moments!
At the end of 2018, the transition work of the transformation personnel of the port and shipping public security organs in the province was fully launched. At that time, it was catching up with social recruitment, police technical post reform, and large-scale examination of police titles.
Because Comrade Zhang Li’s toe bone has not healed, the leader considered Comrade Zhang Li’s physical condition and could not bear to give this job to Zhang Li.
But when Zhang Li learned about this, she bravely shouldered the heavy responsibility at the critical moment and took the initiative to take over the job. In order to complete the task, I always limped to work and work overtime.
In order to ensure the smooth transformation of the port and shipping public security organs, she boldly assumed, carefully verified and creatively carried out her work with high standards and high quality.
In order to be familiar with the relevant reform policies, I consulted a lot of documents, from pre-planning work, measuring data to drafting plans, issuing notices, repeatedly communicating with other provincial departments to determine plans, and real-time supervision, all of which condensed her hard work and sweat.
Refuse to admit defeat and accept death. Carry the burden alone
The personnel management of public security cadres will encounter many new problems and challenges. Although Zhang Li is not young, she refuses to admit defeat and refuses to accept death. I believe that as long as I study more, I am sure I can do it.
In January 2016, the Central Committee deliberated and adopted the Opinions on Standardizing the Management of Police Auxiliary Personnel in Public Security Organs, which clearly defined the management of auxiliary police for the first time at the national level.
当时全省没有辅警的专门管理机构，只有张丽1人兼职负责管理。于是张丽同志深入基层调研，并多次分片召开研讨会，广泛征求意见，起草了《辽宁省公安机关警务辅助人员管理办法》，经多次与省政府办公厅、省编办、省人社厅、省财政厅、省民政厅、省政府法制办等部门沟通协调，于2017年1月，由省政府办公厅印发，使我省的辅警管理工作有章可循，逐步走上规范化、正规化的轨道。
张丽同志走了，离开了我们，离开了她一生挚爱的公安事业。
张丽同志用忠诚和奉献践行了习总书记对公安工作提出的“对党忠诚、服务人民、执法公正、纪律严明”的总要求，为人民群众的平安，工作到生命的最后一刻，留给我们的是永远的美好缅怀，带给人间满满的正能量。
分离，来得这样猝不及防！
伤痛，如此肝肠寸断！
张丽同志离开了我们，但她的音容笑貌将永远铭刻在我们心中。张丽同志虽然走了，但更多的公安干警会继承她的遗志，将她未竟的事业进行下去。不忘初心、牢记使命，把忠诚镌刻在心间。
