On July 27th, the Municipal Commission of Housing and Urban-Rural Development officially released the List of Property Services in Residential Areas in Beijing (hereinafter referred to as the List). List is one of the important supporting documents of Beijing Property Management Regulations.
With the list of property services, it will greatly facilitate owners to understand the main contents and basic items of property services, ensure the openness and transparency of property services in a "menu" way, safeguard the owners’ right to know and supervise, and safeguard their legitimate rights and interests. At the same time, it will further guide and standardize the behavior of property services to ensure the "sunshine" standardized operation of property services. The release of the list is of great significance for resolving contradictions and disputes in property management, establishing and improving the market order of property services, and guiding the healthy, orderly and benign development of the industry.
Clear classification and clear boundary of property services.
The List defines the general property services provided by property service providers, including five categories and 110 property services, including comprehensive services, operation and maintenance of common parts and facilities, environmental maintenance, greening maintenance and public order maintenance.
Combined with the actual situation, the service items are flexibly determined.
When the property management parties negotiate and agree on the property service contract, they can select suitable property service contents and basic items from the list in combination with the actual situation of residential quarters, the demand for property services and the willingness to pay property fees, and refine or supplement other services as the contents agreed in the contract, so that the determination of property service items is more flexible.
The service content is open and transparent, effectively reducing contradictions and disputes.
The openness and transparency of the contents and matters of property services will promote the owners to deepen their understanding of property service providers, strengthen their awareness of rights and responsibilities, enhance their initiative to participate in property activities, and promote them to become the key to effectively open the door to alleviating contradictions and solving problems.
