1. Man stands at the crossroads of history.

The peace deficit is deepening. Since the end of World War II, human society has maintained overall peace for more than 70 years, but the factors threatening world peace are still accumulating. The war in Eurasia has been rekindled, the situation continues to be tense, hot issues are emerging one after another, the arms race is lingering, the "sword of Damocles" of nuclear war is hanging high, and the world is facing the risk of falling back into confrontation or even war.
The development deficit continues to expand. In the face of global crisis, countries are not riding in more than 190 small boats, but on a big ship with common destiny. Small boats can’t stand the wind and waves, only giant ships can stand the stormy waves. No country, no matter how powerful, can conquer the world, and global cooperation is necessary. All countries should join hands, integrate "I" into "we" and jointly build a community of human destiny, so as to tide over the difficulties together and create the future together.

We are in a changeable era, and we are facing a world that changes with each passing day. "A strong country will dominate" is not an unavoidable historical law. "The law of the jungle" is not the way of human coexistence. Since modern times, the establishment of a just and reasonable international order has been the goal pursued by mankind. From the principle of equality and sovereignty established by the Peace Treaty of Westphalia to the international humanitarian spirit established by the Geneva Conventions; From the four purposes and seven principles defined in the Charter of the United Nations to the five principles of peaceful coexistence advocated by the Bandung Conference, these recognized principles accumulated in the evolution of international relations have become an important foundation for building a community of human destiny.
