People’s Republic of China (PRC) National Bureau of Statistics is an institution directly under the State Council. The main responsibilities are:
(1) To undertake the responsibility of organizing, leading and coordinating the national statistical work and ensuring the truthfulness, accuracy and timeliness of statistical data. Formulate statistical policies, plans, national basic statistical systems and national statistical standards, draft statistical laws and regulations, formulate departmental rules and regulations, and guide national statistical work.
(2) Establish and improve the national economic accounting system, formulate the national economic accounting system, organize and implement the national and provincial, autonomous regional and municipal national economic accounting systems and national input-output surveys, account the gross domestic product of the whole country and provinces, autonomous regions and municipalities directly under the Central Government, compile and provide national economic accounting data, and supervise and manage the national economic accounting work in various regions.
(three) in conjunction with the relevant departments to formulate plans and programs for major national conditions and national strength census, organize the implementation of the national population, economy, agriculture and other major national conditions and national strength census, collect, sort out and provide statistical data on national conditions and national strength.
(4) Organizing the implementation of statistical surveys on agriculture, forestry, animal husbandry and fishery, industry, construction, wholesale and retail, accommodation and catering, real estate, leasing and business services, residents’ services and other services, culture, sports and entertainment, loading and unloading and other transportation services, warehousing, computer services, software industries, scientific and technological exchange and promotion services, social welfare industries, etc., and collecting, summarizing, collating and providing statistical data related to the surveys, and comprehensively arranging and providing them.
(5) Organizing the implementation of statistical surveys on energy, investment, consumption, price, income, science and technology, population, labor force, basic situation of social development and basic situation of environment, collecting, summarizing, collating and providing relevant statistical data, and comprehensively collating and providing national basic statistical data on resources, housing, foreign trade and foreign economy.
(6) Organizing statistical surveys on economy, society, science and technology, resources and environment in various regions and departments, uniformly approving, managing and publishing basic national statistical data, regularly publishing statistical information on national economic and social development, and organizing the establishment of a service industry statistical information sharing system and publishing system.
(seven) statistical analysis, statistical prediction and statistical supervision of the national economy, social development, scientific and technological progress and resources and environment, and provide statistical information and advice to the CPC Central Committee, the State Council and relevant departments.
(VIII) Examining and approving statistical standards of departments, examining and approving or filing statistical investigation projects of various departments and local statistical investigation projects according to law, guiding professional statistical basic work and basic business construction of statistics, organizing the establishment of statistical information management system of service industry, establishing and improving statistical data quality auditing, monitoring and evaluation system, conducting auditing, monitoring and evaluation of important statistical data, and supervising and managing foreign-related investigation activities according to law.
(9) Assisting the local directors and deputy directors of the statistical bureaus of provinces, autonomous regions and municipalities directly under the Central Government, guiding the construction of the national statistical professional technical team, organizing and managing the national statistical professional qualification examination, job evaluation and employment and qualification recognition jointly with relevant departments, and supervising and managing the statistical funds and special capital construction investment provided by the central finance of the statistical departments of local governments.
(ten) to establish and manage the national statistical information automation system and statistical database system, organize the formulation of basic standards and operating rules for statistical databases and networks in various regions and departments, and guide the construction of local statistical information systems.
(eleven) to collect and sort out international statistical data, organize the implementation of international exchange and cooperation projects in statistical work, and organize the implementation of international statistical data exchange and cooperation projects.
(twelve) to undertake other tasks assigned by the State Council.
